1.Joseph Ejercito Estrada is one of the former president in the republic of the Philippines. And one of the privilege during his administration as a president he declared “all out war” against the Moro Islamic Liberation Front in Mindanao. He also ordered the cleansing of the Military and the police, and undertook a low cost-national housing program for the poor, and he give also one sack of rice for every last week of the month to all the military during his administration.”all out war” is very important to restore and maintain peace in Mindanao because without peace, there can be no development and progress in Mindanao .He continue seeking peace talks with the MILF within the framework of the constitution.

2. I am not in favor of changing the Philippine constitution or revising it because of the three major reasons;
a) Some of the higher government officials take advantage on their personal interest.
b) The people who will have to live with the new constitution will be very wary and suspicious.
c) It might change the system of government and might suppressed the essence of democracy.
3. Aquino must lead the change and must inspire and provoke the people to engage themselves in the business of change. The people must be involved in the way government run. Aquino must consistently open his lines of communication and must allow even to faster not pester governance.Transparency should one of his policies.one of his negative reviews is the hostage crisis in manila has left president Noynoy taking a lot of flack for the way it was handled. He is one man that has taken in a system that is well known to have serve problem. Another one is having different woman dating every week which is not good for a reputation of a dignified president like him. Though the mere fact that he is the very first bachelor president he must be aware of his action especially in the public.

In the case of Pres. Noynoy Aquino administration ,he exercised his executive privilege in his first day as the president during the inaugural where he did not follow the protocol and he reminisced his mother which lulled by the audience. He also failed to acknowledge the presence of the different department like the chief justice of the supreme court, the vice president itself.

I am not in favor of changing our constitution. What for? Does every Filipinos know about our constitution? It’s not the changing of our constitution but to those who are in the position. No matter what we do we are still the same..if we will just help each other we can change for good and aside from that we already adapt the constitution by itself. So why change? And it will also lead chaos to the society. There will be some confusion and misunderstanding.

2. yeah, if constitution not in favor of public then it must be change.
3.Four defective executive orders (three of which are in the courts), a constant array of miscommunication of its self-made “Communications” group, and a hostage crisis that defined the first 100 days of his presidency; Noynoy Aquino has a more challenging path ahead. This indicates the judgment paradigm of the PNoy government; it generalizes. It does not take time to check on issues, but rather, jumps into a generalized solution that may not fit all circumstances.

1. Our president Aquino created the no "wang-wang" policy. However, despite having the privilege of using 'wang-wang", Aquino maintained he would set example for his no wang-wang policy, not to use wang-wang, even if it means being stuck in traffic and being late every now and then. This is one example of privilege by our president.

2. I am not in favor of changing the constitution or the so-called "charter change" (cha-cha). First reason is that a long political processes will be involved, second is we will not attain peace and order in our country, and third is how can we move on developing our country(economy speaking) if those elected officials will have to change what is being vote by their constituents, instead, they should help each other to attain prosperous and progressive country.

3. As of now, the Aquino administration is quit working. Actually,(positive views) our president is doing his best for a good leadership, being approachable for everyone, doing his best to make come true his his promises to us, he is responsible for his duties and most of all he is trying to be a very good President. But on the other part, (negative views) for being a celebrity president, he has no privacy whit his life,he promise a lot and too much during his speech in his SONA without knowing he can make it real. In someways, we can observe that he is not so ready for being a president. That is for my opinion...

1. The executive privilege

"While I believe that the executive privilege is a necessary constitutional tool for the President and Cabinet members to make use of in certain instances where sensitive national security and diplomatic matters may be involved, this privilege however, must not, and cannot be used to cover up a crime. This is elementary," Estrada said.
Estrada was right on his statement. The executive privilege must not and cannot be used to cover up a crime. To those who taking advantages with using the executive privilege, they should have enough punishment.

2. Are you in favor of changing the constitution (charter change)? Why or why not? Give at least three reasons.

No! My first reason because it is not suitable in our country.
Second is, it is not the solution of our problem in our country.
And last, a lot of changes will not be understood by the many Filipinos. I am contented with our constitution, in spite of a lot of corruption in our Government. Our system process and the person who are seated are immoral.

3. Make an assessment on Aquino (Noynoy) administration. Provide five positive reviews (points) and another five negative reviews.

Positive:
1. A lot of accused suspects had been Pardon and Free. (Morong 43 and the suspects of “Vizconde Massacre)
2. Appointing person who helped President Noynoy Aquino in his Election Campaign.
3. Increasing the wages of the government employees.
4. His saying that “Kayo ang Boss ko”.
5. Solemn type of leadership.

Negative:
1. His love life is so controversial.
2. Toll price hike.
3. There are still many corrupt officials in his administration. (unidentified, secret identity)
4. Messed up in Hostage taking in manila.
5. Oil and Goods price hike.

PHILIPPINE GOVERNMENT AND CONSTITUTION
BUSADRE, JASON S. (BSIT)

1. Close Door Cabinet Meetings had been done by Former President Estrada, Arroyo and Presiding President Noy Noy Aquino. And I think they all use these Executive Privileges.

2. I’m not. First reason is because it will repeal old laws in the constitution. Secondly is it can be use to change some sections of the article for the benefits of those who are in position. Third reason is because the percentage owned by the foreigner can be increase to 100% which is detrimental to all of us.

3. Positive Review:

A. The President boosts the performance of the agricultural sector.

B. He opened the P500-million corn post-harvest processing facility in Barangay Nappacu Pequeno.

C. He Called on Filipino experts in science and technology, education, agriculture and other fields crucial to development for agriculture in the Philippines.

D. Fighting corruption by ending several anomalous government contracts and putting a stop to excessive benefits and allowances of government officials was his project.

E. He insists to focus on Family Planning.

Negative Review:

A. Persistent rumours’ that he and Valenzuela City Councillor Shalani Soledad.

B. DILG Appearance seems to be Blurry because of those appointed Executives.

C. Manila Hostage Crisis. A Failure because of his appointed men in Police Security Agency.

D. Hacienda Luisita’s Anomaly Case.

1.For me arroyo because she had so many privilege, example the "PANTAWID PAMILYANG PILIPINO",wherein many people she help..!then other example is the MRT&LRT,she built that station to us to avoid hard riding..!

2.NO,because charter change through constitutional convention is the core of gloria arroyo's political agenda in running as congresswoman in pampanga.Even before her presidency ended, chacha and concon are always the subject of controversy.
(a.)when chacha will be pushed thru the governm'tsystem will be transformed in to a parliament and she will become a PRIME MINISTER.
(b.)arroyo has always been expert in manipulating politics to suit herself, she will be the chief executive and repository of political power under a parliamentary system w/ the president rendered a mere figure head.
(c.)the governm't will always find away and the people congress will not approved chacha through concon, else,we will be the one's and he losing end.

3.(POSITIVE),1.the youth as we all know are the hope of the people.
2.our present educational system, nowadays are in choose specially that tuition are being increase.
3.the budget for education are being cut off.
4.the middle income community depend largely on the scholarships that the governm't provides.

(NEGATIVE),1.the governm't,difficulty getting one is like going through a very narrow path.

1.Giving this kind of privilege the president is very lucky because he/she has all the power to hide the information, at some point it is good because no one could access those information except himself and we can assure that the confidential information is secured however the president may use it as a weapon specially if he will going to use it against his enemy he may use it to espionage them. For example the former president Arroyo as we noticed it seems that she was very firm and stable on her position over all the movements, rallies and negative feedback during her administration because in my point of view she exercised her power against her enemies.
2.,,,,,,,,
3. Positive
1.They valued the life of every Filipino working abroad specially those who are in death row of china even though they gained negative feedback on snubbing the Nobel Peace Prize just to show they’re sincerity in saving the lives of those Filipino.
2. They work hard in thinking for the best way towards the countries rising again caused by debt left by Arroyo administration.
3 unlike the previous leadership noted that reduced the number of protests in his leadership.
4. the streets became quiet and no noise caused by exploiting public officials who put the siren in their vehicle.
5. the value of peso is rise.
Negative
1.The president is so much exposed to people and it seems that the limitation is gone already.
2.it is wrong to be added to 2yrs in the curriculum, instead of building new schools and hiring more teachers to add the quality of education what they had done is a waste of time and money.
3.because of the presidents celebrity sister who say something against other without considering their feelings it gives negative feedback to him.
4.failed negotiation on the incident which was happened in luneta which results to the death of the chinese nationals that brought negative image to our country
5.the president is so much involved in showbiz news.

1. For me, this executive privilege that only the presidents have is that they can easily do what they want. Even if this could be not in the favor of the people as long as they want it they can. For example in Mrs. Arroyo’s administration or term’s of leadership. She used her power or her executive privilege to make Estrada out in the jail.
2. For me NOT. Because if we change the constitution;
A. all rules will be change.
B. As a result of changing the constitution the president will be more powerful.
C. They country will not be peaceful because of changing the laws that the people supposed to fallow.
3. POSSITIVE:
A. The no Wang WANG law.
B. more opportunities to those people who is near the heart of the pres.
C. laser cases of murder so far.
D. he establish transparency.
E. he decrease the LPG price.
NEGATIVE:
A.I wasn’t feel the progress
B.He decreases the budget for education
C.Many people still suffering from hunger
D.Poverty was still the big problem.
E.Many people says that they don’t fell the progress

1. The Executive Privilege of past President Arroyo with privilege in information from Congress. She did not do to told the happenings in the Congress the things that they made in the plane of congress the things that they made in the plane of congress in the country that a president do to know the people what s the best plane to the country and make the country free from poverty and the tragedies that other people to do. In the courts the President do not help to correct the wrong doings of the judge that make the person guilty and of the person that make told the full information about the courts and the right to fight for the rights of the people. And the information about the Public, She cannot do well and she did is to corrupt, so the Philippine have to be in dept to other country so the new President is hard to pay the deft of Arroyo Congress because of the corruption for example the foods that she ate in the other country that millions of value in the Philippine, She do not think what is the importance of it in the poor people.
2. Not because of charter change many people are against it and also in the Congress because if the President now has opportunity to make his/her self President in many years and to this moment if the President is corrupt in the Philippines most of the people are born in poverty. One of the reason is more people are become poor and many of there are more of the officials of the Congress one is the Philippine is the number one most corrupt and poor country in Asia.
3. The five positive of President Aquino are.
1.He make the country grow is agriculture.
2.He do anything to make Philippine well.
3.He have a humble heart t other people.
4.he do believe in God in all of the Tragedies in country.
5. He have a Strong heart with poor people.
Negative
1.He run to approve the divorce in the Philippine.
2.He do not did the vows that he promise.
3.He did not help the poor people.
4.Ho do not make people proud with him.
5. He make Philippine not to believe in promise that he said.

1.For me, Arroyo in her privilege example of this “ The Members of The Senate are still pondering the question of whether they can compel Romulo Neri to talk more about his report to President Macapagal- Arroyo of Benjamin Abalo’s bribe offer to him of P200 million for his support of ZTE contract. About this issue the power to investigate and have the right to know. That’s why; we should be able to think for ourselves instead relying the truth. It is for our own good to our country. And the person has a right to ask and our responsibilities as judges in our own country.
2.I’m not in favor of changing the constitution (charter change) because under the current constitution there are three modes of which it could be amended: people’s initiative, constituent assembles and constitutional convention. It said that this three would lead to a referdum wherein the proposed amendments or revision/s has to be approved by the Filipinos. The Charter change is not equal to the senate because of there’s a limitation of year.
3.In Aquino (NoyNoy) Administration.
The five positive reviews (points) are:
•The Traffic
•There is 5,500 policemen have already received instructions.
•The Quirino Grandstand, they provide security.
•There’s a television cameras at the Quirino Grandstand
•The PNP Academy Cadets will help in maintaining orders.

The Negative Reviews are:
•Budget for Education he decreased it.
•The Hostage taking
•Rainy season
•The No-Show at street party, The Vise President and his family didn’t attend because Binay said “Di ako siguarado o talaga kung makapunta ako kasi baka may konti rin kami salo-salo duon lang sa bahay”. Binay told to the reporters

1.)The Executive Privelege of the president of the Philippines Leads to control the public, courts and even with the congress. Depending to what President Aquino’s privelege…. Promissing of not raising new taxes but reiterated that the private sector has to do its addresing the country balloning the budgets shortfall. The shortfall is among the biggest problems faced by the Aquino administration.Because of this, “Purisima said aiming for a balance budget is " not necessary" at this point since the will need the funds to support the social programs of President Aquino such as the conditional cash transfer, improving the education, among others."The point of attack will be the individuals. We will urge the citizens to review the payments they made and they can always correct what they paid so that this will be in accordance with the law," Purisima said.” As said above cash transfer … which is one of social program of President Aquino can help to improve … Education among others. It will fill the wholes by improving our country also with our economy but it will affect to other country men especially those who are insituated at poor. On the past of former president like others even they have different prioritize they have the same goal and it is for the goodness of the country.

2,) Charter Change, also known as "Cha-Cha" in the Philippines, refers to the political and other related processes involved in amending or revising the current 1987 Constitution of the Philippines. Under the current constitution there are three modes of which it could be amended: people's initiative (PI), constituent assembly and constitutional convention. All three would lead to a referendum wherein the proposed amendment/s or revision/s has to be approved by the majority of Filipinos in order to be adopted. For me charter change must our priority and I’m favor abolishing it because it doesn’t work truly in improving the finance of our society. Instead of this e must concentrating invigorating the economy so more bussnesmen will be persuaded to invest in the country. Aquino and Roxas have cited alarming lapses in the preparations for the automated polls, such as questionable source code review requirements, electricity supply problems, absence of means to verify ultra-violent marks in official ballots, uncertain conduct of a random manual audit, absence of a clear back-up plan, and an unfair ballot design, among others.
The LP tandem said such slip-ups could be part of an administration-hatched “grand scheme” to tamper with the results of the May 10 polls.
“The public should continue to be vigilant. The elections would be the way towards genuine reform and change. We are sick and tired of crooked governance,” Roxas said.
As said above they got good idea for election preparing an authomated machine and constructing a vigilant for detecting dangers.

1) Having an executive Privilege takes an advantage and disadvantage for the government officials and the people. Advantage for the government officials especially to those officials that are involve in some illegal ways of governing the country. If they will use the said power they have the right to hide any information that they do not want the public to know. Disadvantage for the people because the undue invocation of executive privilege violates the constitutional provisions on the right of the people to information on matters of public concern.
For me one of the example for the usage of the said power is when Romulo Neri invoke executive privilege in refusing further testify before the senate. We have known that Romulo Neri, BEnjamin Abalos and the first couple was involved in the NBN ZTE issue. He expressly manifested his willingness to answer questions from the senators with the exemption only of those covered by his claim of executive privilege. Even the involve personalities will appear they will not provide the answers to the senate and the people are looking for and simply hide behind the skirt of executive privilege.

2) If the said changing of the constitution will benefit the Filipino people then i will agree. But if the charter change will only benefit the government officials then i am not agree for this. First and foremost I am not in favor of changing the government into parliamentary form of government. They said having parliamentary government will avoid corruption in the country. But,haven't we think and notice that we don't need the changing of the constitution, what we need is choosing the right officials that will lead and change the ways of running our country.
