This means people should not pay any single centavos to PhilHealth anymore since every Filipino is paying taxes to the government -- cedula, income tax, VAT, etc. Another thing is when people go to public hospitals, they should not pay for doctor's fees, medicines, consultation fees, etc.  Justify your answer.

2.) For my own part, Yes if you don't have badget to pay for the doctor, and if you have badget to pay for the doctor's fees, medicines, consulation fees, etc..pay up, because if all philhealth hospital will never ask for payment, all the hospital will bankcrupt all the hospital, will never increase their badgets, and all the doctors will never have salaries, or income, and none of the filipino people will take medicine, because of FREE HEALTHCARE, for my over all answer it depends on the situation.. you can have free healthcare but its limits.. because if you give all or its unlimited it will suffer loss.

2. no, the government did not give free medical healthcare. even if the government hospitals didn't offer medical care free of their patient. because of lack of medicine, facilities in the hospitals. so many patients dies because of it. thats the main problem here in Philippines because of lack of budget. unlike u.s they have free medical care.

2.) for my part YES the government should give the poor filipino people a free healthcare, but limited only and if you have badget pay what you can..because alot's of them do not have enough money to buy medicine etc. or just pay as what they can pay. because as what i see now, alots of poor filipino people dying because of their illness, and they cannot go to hospital to check them up because they don't have money. and they cannot buy medicine for them self.. because they don't have money.. the government should give this free healthcare for the poor filipino people.. and if you have badget to pay for the doctor, medicines etc. pay up. because if all the filipino people will not gonna pay for healthcare. the philippines will suffer/loss. paying taxes is not enough to give all the filipino. FREE HEALTHCARE and paying taxes is very difference to each other. what if that poor guy don't have a work? is he going to have tax,? and get free healthcare? ofcourse not. because they said free healthcare. since every filipino is paying taxes to the government, just i said a while ago what if that poor guy do not have money and work? is he gonna taste free healthcare..?

1st, Article III, Section 12 No.2 No torture, force, violence, threat, intimidation, or any other means which vitiate the free will shall be used against him. Secret detention places, solitary, incommunicado, or other similar forms of detention are prohibited.

2nd, Article III, Section 12 No. 4 The law shall provide for penal and civil sanctions for violations of this section as well as compensation to the rehabilitation of victims of torture or similar practices, and their families.

3rd is, Article III, Section 13. The right to bail shall not be impaired even when the privilege of the writ of habeas corpus is suspended. Excessive bail shall not be required.

And lastly, Article III, Section 19. No.1 Excessive fines shall not be imposed, nor cruel, degrading or inhuman punishment inflicted. Neither shall death penalty be imposed, unless, for compelling reasons involving heinous crimes, the Congress hereafter provides for it. Any death penalty already imposed shall be reduced to reclusion perpetua.

2.) It may be yes to those who are unfortunate people. Because for example if those unfortunate people and those who lives across the street got sick and they doesn’t have money to pay for public hospital’s doctors or medicine they will be needed, if the free heathcare has been offered they can probably get their medicine for free.

1.According to the Philippine Constitution of 1987,an accused person has different rights and on Article 3 :Bill of Rights, the following sections prove the rights given to them: Section 12, Which state that the person under investigation has the right to remain silent, must not be put in torture, the right to speak not against himself, Section 13 which states all person, except the persons who were charged with reclusion perpetua has the right to be bailable, Section 14 which state that the person accused shall be presumed innocent until the prosecution has been proved and Section 15, which states that the person accused has the right with habeas corpus, these are four of the right of the accused.

2.I think free health care is a good idea, many Filipinos today are suffering from high costs of fees from hospitals, especially the poor people who cannot afford medicine that they need to get well, sometimes the others just don't go to hospital but instead they prefer to cure themselves or go to herb or quack doctors, which is dangerous, they might have a wrong idea or mistake in diagnosing their sicknesses, they might buy the wrong medicine and have the wrong cure which can probably aggravate their situation and cause their death.I can see how my father ignore going to hospital even his asthma tortures him, the Free Healthcare would, maybe change his mind. I would agree to have a Free Healthcare for everyone, Free Healthcare would not only help people with the fees but also it will help people to finally go to real doctors, know what really is their ailment and what is the real cure to their illnesses. Also, one of the most talk about issue today, the dengue outbreak, which many Filipinos today are suffering from, can be helped, without the high fees that usually tortures them the infected persons will be able to get cured.

2. For me,If it's "FREE" and somebody has to pay for it then it's not "FREE", a concept lost on government health care proponents. We've been told that 45,000 people die each year because they have on health insurance so we need to get this done right away. The health care bill begins taxing people to pay for the "FREE" health care as soon as it's passed but NO ONE gets any benefits from the bill for FOUR YEARS!So, according to Obama and Reid if all these people are dying everyday and their top notch problem solving bill does nothing for anybody for FOUR YEARS, it would appear that 180,000 deaths over a four year period is acceptable as long as we get the health care bill done.Simply amazing! In my opinion, NO because it is unfair to other people who pays for it.

c)The right against excessive fines.

2)Our country should really have to offer a FREE HEALTHCARE for the poor people because in our country many of poor people have no ability to pay for their check-ups and other fees in the hospitals. And more poor people have an illness because they not watch their health. Maybe we need to pay for our taxes or VAT for the well-arranged of our hospitals. But I think the funds for our hospitals are not give there. We should not pay for the doctor's fess, medicines and consultation fees because we are pay for our taxes or VAT and that should be go to our hospitals. Maybe our hospitals not receive e funds for our hospitals that are why they need a doctor's fees, medicines and consultation fees because they need money for their essential. Maybe our country neglects poor people in our country.

1.the number two question is truly correct because under the constitution states that government exists for a legitimate purpose: protecting the citizens' life, liberty, and property. So the government must have a free health care for Filipino people that don't have much money to pay for their needs. And it is also true that Filipino people must not have pay for doctor's fees because they are paying many taxes in the Philippine government.

2.No because the government need money to budget all the needs of people.Every one needs to pay the services and taxes of government to earn money for our country. For me it's unfair for free health care for every one. Paying taxes is not enough to give a will or needed of every one. The dept of our country is very difficult to paid because its big.

I can say that as a Filipino citizen we are indulge in different form of taxes. By simply eating in a fast food chain we are imparting single peso in our government. Those taxes paid by our parents whose working here in our country,is worth for us to experience and feel those taxes they are paying. We have to have a FREE HEALTHCARE for every Filipino citizen, so that everyone can afford to cure their illness. Just like in other country, each citizens who are sick, are allowed to go anytime in any hospitals. We should adopt these right to decrease the number of patients died because of poverty. They cannot afford to pay hospital bills,or even medicines. Our government should build hundreds of public hospitals to serve each Filipino citizen. And our government should focus more in the health and education here in our country. They should give the proper rights in each Filipino, and stop doing corruptions.

We should have a free medical assistance as well as healthcare advantage for each Filipino citizen because we are paying the right amount of tax. Health officials should implement free healthcare especially those Filipino who can't barely afford to have it. Equal distribution of taxes and no corruption in our government will stabilize the health aspect of our country.

1. *The right to presumtionof innocence(article 3, section 14) - the accused is presumed.
*The right against self-incrimination(article 3, section 17) - no person shall be compelled to be a witness against himself.
*The right against excessive fines(article 3, section 19) - the question as to the amount of the fines that shall be imposed is one addressed to the sound discretion of the court.
*The right appeal in criminal cases (article 3, section 22) - (a) The government has no right, therefore, to appeal from a judgment of acquittal.(b) the accused, after having been convicted may appeal to a higher court, but the latter may raise the penalty imposed on him by the lower court and such is not second jeopardy.

2. For me, I think Philippines should not offer like that because if they were offered that the fund of the Philippines will be decreased and it ma cause fund shortage if it will happen how they will be able to pay their debt. And it`s NO for me, because O think all the taxes that the Pilipino pay of is not enough to earned an exact money to pay for the debt of the Philippine government to the other countries.

2. For me, if we don’t pay for health care where do hospitals get their needs to, how they will support the needs of the people who need them? How they can make some hospital at the rural country. So, it is important to pay health care. Yes we pay taxes but it is not enough, especially in the situation of the Philippines right now.
